Standing Committee meeting on Electric Vehicles

Islamabad, July 23rd, 2020; 15th meeting of the Standing Committee on Climate Change was held today under the Chairpersonship of Ms. Munaza Hassan, MNA.
Mr. Amjad Ali Khan, MNA attended the meeting but he requested the Committee that he is engage with some other issues, therefore, his Bill may be deferred. Then, the Committee decided to deferred “The Pakistan Environment Protection (Amendment) Bill, 2019” (Moved by Mr. Amjad Ali Khan, MNA).


After a thorough introduction of the participants, the Committee decided to proceed with the agenda. Ministry of Climate Change and Industries and Production gave a detail briefing on electric vehicles. The Ministry told the Committee that the Engineering Development Board is jointly working with the Ministry of Industries and Production in this regard. Further, the Ministry told that Dr. Naveed Arshad, Professor of LUMS University is also coordinating us with for making Electric Vehicle. The Committee appreciated the struggles of all stakeholders working for making the electric vehicles. The Committee showed its concerns about the batteries of electric vehicles after expiry. The Committee also proposed that the overall supervision of the Electric Vehicle may be assigned to the Ministry of Climate Change, so that; from the beginning, it will became environmentally friendly under the dynamic supervision of the Ministry of Climate Change.

The Committee also directed the Ministry of Industries and Production to make proper mechanisms for the check and balance of the old vehicles and two-stroke engines. Further, the Committee directed the Ministry of Industries and Production to organize proper emission tests of the old vehicles at the time of their annual token tax. Furthermore, the Committee directed the Ministry of Industries and Production to bound all vehicles manufacturers companies to make vehicles as per international standard and all safety measures should be provided in each vehicle complimentary without any additional charges. The Committee unanimously to defer the briefing of the Ministry of Energy (Petroleum Division) till its next meeting.

Some Hon. Members asked the Ministry of Climate Change; why; the Ministry did not provide them the detailed report of the Billions tree planted in KPK so far. The Committee directed the Ministry of Climate Change to provide such detail in its next Committee meeting.

Sabir Hussain Kaim Khani, Ms. Tahira Aurangzab, Ms. Shaista Pervaiz, Ms. Musarrat Asif Khawaja, Ms. Zahra Wadood Fatemi, Syed Mustafa Mahmud, Mr. Zulfiqar Bachani, Ms. Shahida Rehmani, Minister of State for Climate Change besides the senior officers from the Ministry with their staff were attended the meeting.
